Think of Emperor's Divide as a defensive ability first and foremost. Use it when the enemy engages on you or your allies. Remember that your team can walk through the soldiers summoned by Emperor's Divide and use this to your advantage when enemy melee champions engage on you.

Moreover, when Azir plays with Gnar on the same side, he typically receives a little less damage than when he plays alone. Taking not as much damage could mean that Gnar does a decent job of covering Azir during team fights.
There is no top ally for Azir that will always be his best teammate. Yet, Gnar is a very bad teammate for Azir. By playing on the same side as Azir, he decreases their win rate by -4.0% to 46.2%. This shows that there is an easy to overcome and exploit synergy between Azir and Gnar that results in them performing worse together than alone.
Gnar has a lower difficulty than Azir. That means you don't need to be cautious when finding Gnar allies to fight alongside, as they will need a relatively low level of skill to play well with you.
Playing cooperatively, Azir players will likely observe an overall large increase in your team’s capacity to deal magical damage. Combined, these champs can blast through enemies with magic damage.
In contrast, by grouping Azir and Gnar together, you will not be giving your team a lot of cover. Make sure to pick other champions on your team that fills this relative disparity in this pairing's playstyle.
Regardless of the ability of your Gnar ally, you should focus on maximizing your income, staying alive by avoiding foolish fights, and taking down objectives. If you heed this simple advice, you will do well anyway.
