In the lane, try to position your soldiers between the enemy's minions and the enemy champion. This way you can use them both to last hit and to project threat onto your lane opponent.
Be careful about putting down both of the soldiers stored by Arise! Unless you're going all-in, always have a soldier in your back pocket if you need to escape over a wall or if you misposition your other soldier and need damage now.
Think of Emperor's Divide as a defensive ability first and foremost. Use it when the enemy engages on you or your allies. Remember that your team can walk through the soldiers summoned by Emperor's Divide and use this to your advantage when enemy melee champions engage on you.

The Azir Hwei synergy stats shown here demonstrate the areas of his gameplay that do better (or worse) when paired with Hwei, compared to his overall stats. Significant differences are areas of focus that highlight how his gameplay changes when paired with this other champion.
Overall, Azir sees a very large drop in his KDA (ratio of kills and assists to deaths) when paired with Hwei. His KDA went down from NaN to NaN. This worsening shows that Hwei helps Azir perform poorer in competitive League games. Yet, the small difference shows that this performance change is not very impactful.
When Azir is an ally to Hwei, he gets a small decrease in his full damage output. This change could signal that Hwei does not support by providing cover for him to deal more damage or that their allyship also helps extend the game's duration. Similarly, when Azir is played with Hwei on the same side, he usually scores many fewer killing sprees than when he plays alone. This is contrasting evidence that he is worse when playing synergisticly with Hwei.
Additionally, when Azir plays with Hwei on the same team, he usually takes a little more damage than when he plays alone. Getting dealt more damage could indicate that Hwei does a poor job of protecting Azir in teamfights.
There is no one best champion pairing for Azir that will always be his top teammate. However, Hwei is a terrible ally for Azir. By playing on the same side as Azir, they decreases their win rate by -7.3% to 42.9%. This clearly indicates that there is a very bad synergy between Azir and Hwei that allows them to perform not as well together than alone.
Hwei has a lower difficulty than Azir. That means you don't need to be very careful when enlisting Hwei allies to fight alongside, as they will have to have a relatively low level of skill to be able to play well with you.
Fighting alongside, you should expect to witness an overall large increase in your team’s capability to deal magical damage. When paired, these champs can deal quite a lot of AP type damage.
Conversely, by grouping Azir and Hwei together, you will not be providing your other teammates very much engage potential. We recommend you include other champions on your team that offsets this relative gap in their playstyle.
Regardless of your Hwei ally's skill level, you should focus on maximizing your gold income, warding to avoid ambushes, and taking down objectives. If you do this, you will do well, regardless.

To have the best chance of annihilating your oponents, you should take the Fleet Footwork, Presence of Mind, Legend: Alacrity, Coup de Grace, Manaflow Band, and Scorch runes from the Precision and Sorcery rune sets. Out of all the runes players picked for Azir and Hwei pairings, this combination of runes yielded the top win rate. Moreover, these runes gave a 42.9% winrate overall.
